In other words, a loss of server market share would not be kind to HP's bottom line. Falling margins would also hurt HP, and while the operating margin in its enterprise group has already been declining for the past couple of years, further declines could be driven by Lenovo's aggressiveness in going after server market share. When IBM exits a business, as it did with PCs 10 years ago, there's a good chance that margins for the industry are on their way down. HP is hoping that its Moonshot servers will create a brighter future for its server business. Moonshot servers are powered by the kinds of low-power chips typically found in phones, as opposed to traditional servers powered by high-end Intel chips. HP launched its first Moonshot servers last year, but so far they've failed to meet expectations. The first 64-bit Moonshot servers were recently announced, powered by new 64-bit ARM chips, but Intel's dominance will be a big barrier to the success of the platform. While Moonshot could potentially be something that allows HP's products to stand out, particularly important with Lenovo ready to pounce, success of the project is far from guaranteed.
Investors are worried that Lenovo - which does little business outside China and has never made a significant acquisition - has agreed to pay too much for IBM's PC business. They also question whether Lenovo's management can succeed where IBM has failed, by bringing the business into profitability after several years of steep losses, Celestial's Lau said. Moreover, Lenovo's management may not be up to the task of transforming Lenovo from a Chinese company into a global operation, Lau said. "I'm not sure if they can handle the differences in culture and management, " she said. Some investors would be happier to see the deal with IBM called off. Earlier this week, the Bloomberg news agency reported that CFIUS was likely to conduct an extended review of the Lenovo deal. That report tapped into negative sentiment surrounding the deal and sparked a strong rally in the price of Lenovo's stock price on Monday, said BNP Paribas Peregrine's Lo. "When they saw that the deal might not be able to go through, people actually clapped their hands, " Lo said, noting that the stock price soon fell again.

S. government will conduct an extended review of Lenovo Group's planned acquisition of IBM's PC business to determine whether or not the deal threatens U. national security interests, according to a report by The Wall Street Journal newspaper. Earlier this week, three Republican congressmen sent a letter to U. Treasury Secretary John Snow calling for an extended review of the $1. 75 billion deal between China's Lenovo and IBM. That request appears to have been granted, according to The Wall Street Journal report, which cites an unnamed source. In that letter, the three congressmen--Henry Hyde, Duncan Hunter, and Don Manzullo--expressed concerns that the IBM-Lenovo deal could transfer advanced technology and corporate assets to the Chinese government, along with licensable or export-controlled technology, and may result in some U. government contracts involving PCs being fulfilled by the Chinese government.
An IBM spokesman said both firms are looking forward to a positive outcome after the review process is complete. The US government has criticized China in recent times for its alleged involvement in cybercrime against US companies and the government itself. In May, troubled relations between the two countries escalated after the US charged five alleged " military hackers " with hacking into US corporations to steal sensitive data valuable to Chinese firms. Following the charges, China has struck back at the US government with accusations of its own. China's Ministry of Defense posted a statement on its website, calling the charges a "pure fabrication by the US, a move to mislead the public based on ulterior motives. " The agency also said: "From 'WikiLeaks' to the 'Snowden' case, US hypocrisy and double standards regarding the issue of cyber security have long been abundantly clear. " In addition, China suspended cooperation with the US on cybersecurity issues, and banned the use of Microsoft's Windows 8 operating system on all new government computers.
